first wash your hair with a anti-frizz shampoo like john freida frizz ease:

then condition and blow dry..

when your hair is dry...get some big barreled curling tongs - revlon curling tongs:

and apply some volumising spray to your hair - charles worthington dream hair heavenly body thickening spray (!):

and wrap about an inch of your hair round the tongs..hold for about a minite and let it fall..you should end up with soft..wavy curls..and finish with a smoothing serum:

..also..when you come outta the shower..try not 2 rub ur hair with the towel cos that also makes ur hair even frizzier..

My hair is sort of curly and frizzy, too! So, what I do to make it look something like that pic is to use some really good shampoo. (Redken...Nioxin....Scrupples) Then, I blowdry it and add some de-frizzer. (I use the Bed Head in the pink bottle) Also, spray some Shine Spray into it. (Also a bed head product)

If your hair isn't naturally *really* curly, just put some curlers into it. Go to bed with them like that and then, when you wake up, take it out!
