why do certain Muslim women who are reluctant to be pictured without headscarf for administrative matters not reluctant to show their pubic hair and everything else between the legs for certain doctors?
If it is such a big deal to show the hair on your head on your passport, then why is it ok to spread your legs and be butt naked for a gynecologist?

If a Muslim woman covers her head, then most likely she would NOT go see a male gynecologist... so it's OK... as long as the doctor is a woman. Passport, in other hand, everyone, in this case, non relative males, could see them.
Have you ever wondered why they閳ユ獧e insisting on their customs when they live in a non-Muslim nation, when most Muslim nations expect the foreigners to follow their customs in their countries? Sudanese government jailed the British school teacher for letting her class name a teddy bear a Mohamed, until it went public. Saudi government is punishing a rape victim because she was with a man who wasn閳ユ獩 her relative. I know I can閳ユ獩 walk around the mall in Saudi Arabia without wearing a hijab. So閳?since they live in a non-Muslim nation, they should take the photo for their passports and/or driver閳ユ獨 license. If a male law enforcement officer asks for the passport (or any ID), then ask for a female officer.

as far as i know the headscarc (hijab) is to protect the women, and hair on the head is considered bueaty not hairs them selves..... otherwise why would women have eyebrows and eyelashes?

To answer your crudely-put question, almost all women show some degree of modesty in public, but a medical examination is a necessity, in a private and confidential setting. Women give birth, showing themselves in ways they would never do in public. Most Muslim women go to female gynecologists and obstetricians, as many women prefer to do in our culture. If you can't see the difference between these two situations, you don't know much about women.

We wear headscarves in public for modesty and to be identified as Muslims. If a Muslim women chooses or needs to see a male gynecologist or any other male doctor out of necessity then it is perfectly acceptible for us to have our bodies uncovered.
Likewise I'm pretty sure you don't go flashing your genetails to everyone on the street but if you need to go to an OB/GYN you understand the necessity of getting undressed for the exam. A native woman of the Amazon might wonder why it's such a "big deal" that you don't walk around topless in public everyday (which I'm again assuming you don't) when for her breasts are no more overtly sexual than her elbow is. Likewise if you went to her village you might feel more comfortable continuing to cover your breasts as it is a part of your native culture, upbringing, and mores and might feel a bit annoyed if everyone there kept bugging you to take off your shirt.
